Who's Involved

The following organizations, agencies, and committees work together throughout the advancement of the Project.

 

Virginia Department of TransportationVDOT Web site

VDOT is responsible for the overall administration off the Public Private Transportation Act, which is the legislative framework enabling the Commonwealth of Virginia to enter into agreements authorizing private entities to develop and/or operate qualifying transportation facilities.

FHWA Web site Federal Highway Administration

FHWA acts as an active participant in the project development process and as an observer in VDOT’s evaluation of the Conceptual Proposal(s).  FHWA also provides oversight from a federal perspective with respect to funding.

Independent Review Panel IRP 

The Independent Review Panel (IRP) is appointed by the secretary of transportation and is responsible for evaluating the offeror’s conceptual proposal(s), in accordance with the evaluation criteria set forth in guidelines or the solicitation for conceptual proposals and making recommendations to the CTB. 

Cities of Norfolk and Portsmouth (Localities)

The localities participate in quarterly meetings with VDOT regarding project status and will have the opportunity to provide comments on the offeror’s conceptual proposal(s) to the IRP for consideration in its evaluation.

Commonwealth Transportation Board

The Commonwealth Transportation Board (CTB) is VDOT’s oversight board, which considers the IRP’s recommendation and makes a recommendation to the Commonwealth Transportation Commissioner whether to advance conceptual proposals to phase four of the procurement process and conduct further evaluation and action by VDOT.
