Independent Review Panel

The Independent Review Panel (IRP) was appointed by Secretary of Transportation Pierce Homer on February 16, 2009. The IRP, chaired by E. Dana Dickens, Commonwealth Transportation Board member, held five public meetings to review and evaluate the conceptual proposal submitted by Elizabeth River Crossings, LLC.

The Independent Review Panel reviewed and evaluated the conceptual proposal, based on the evaluation and selection criteria in the Public-Private Transportation Act Implementation Guidelines and the Solicitation for Proposals. During its deliberations, the IRP considered public comment, recommendations and comments from impacted local jurisdictions, presentations from ERC and VDOT, the Solicitation for Proposals and ERC’s conceptual proposal in the development of its recommendations. The IRP presented its recommendations to the Commonwealth Transportation Board on July 16, 2009.

Public Meetings

The IRP held five public meetings to facilitate its evaluation of ERC’s conceptual proposal and the Project that were open to the public. These meetings were held in the cities of Norfolk and Portsmouth. Click a link below for meeting details.
